no just download the parts and online fix. extract part 1 and the parts 2,3,4 will auto extract, then open up the online fix and copy the files to the folder that you have just extracted for the game {overwrite}.

then go to steam and add none steam game........add forzahorizon6.exe to steam,,,,,start game through steam and assuimg you have your graphics card driver updated you should be good to go with online working

I can start the game , play offline but the online servers are not available.. I already downloaded v2 fix .

Do i need do download the whole game again and use the v2 fix ?
