Just change or delete steam_api64.dll file.

says you have to connect to online for any login agreements

That makes no difference. It's not a licensing issue. You can't get past the title screen

I tested and worked. Problem your side, av program blocked or deleted crack file.

Well, the actuall problem is being 'offline' for more than 30 days check, that doesnt let you past Title screen.

It's hard for an antivirus to block something when no antivirus exists on my pc to begin with. I don't really care if it works. I just wanted you to know people are having this issue. I'm seeing people have the same issue on several repo sides.
